if an explosion not exactly on you but blows up next to you its still going to hurt
he really doesnt have to touch you to hurt you and though your wearing armor to protect you from cassius attacks it doesnt help it the target wasnt you but next to you

No. It's the player's responsibility to know their character sheets. You can take 4 because that's how many synapse you have. Your character can also choose to use less than their available synapse for whatever reason.

Eventually we're thinking of putting an action cap. Then instead of wasting the extra synapse, they could be used towards granting flair or attack bonuses.
